Certificate of Authorization

The Engineering and Geoscience Professions Act requires that every partnership, association of persons or corporation that engages in the practice of professional engineering or the practice of professional geoscience as its principal or customary function shall obtain a 'certificate of authorization'.

The requirement for a certificate of authorization applies equally to a large, publicly-traded corporation and to a corporation in which one member is the sole shareholder, director, officer and employee. This requirement also applies equally to the traditional engineering or geoscience consulting firm (principal function) and to those firms that are not thought of as 'engineering or geoscience' firms, but customarily engage in the practice of professional engineering or professional geoscience. This represents a change, as under the previous legislation, a certificate of authorization was only available to those firms in which a majority of the partners or, in the case of a corporation, shareholders and directors, were members or licensees of the Association.

A business that engages in the practice of professional engineering or professional geoscience as an unincorporated sole proprietorship is not required to obtain a certificate of authorization.


The holder of a certificate of authorization will be limited to providing services under the supervision of a licensee or licensees who hold an annual or temporary licence and in accordance with any limitations to the licences of those licensees.

The application fee is $325 (plus GST). See the Related Documents below for the application form. The annual fee is $400 (plus GST) if the holder employs five or fewer professional engineers and/or professional geoscientists registered with APEGS or similar organizations, and $800 (plus GST) if the holder employs six or more professional engineers and/or professional geoscientists registered with APEGS or similar organizations.

Reinstating a C of A

Reinstatement Case 1
The C of A was resigned by January 31 of the year in which the fees were due and I want to reinstate in the same calendar year that the resignation pertained to.

Reinstatement Case 2
The C of A ceased because annual fees were not paid by January 31 and I want to reinstate in the same calendar year that it ceased. 

Reinstatement Case 3
I applied to APEGS and the C of A was approved, but I did not activate it by paying the annual fees within six weeks. APEGS calls this “Inactive Pending Payment”. It has been less than two years since my original approval notice.

Reinstatement Case 4
I applied to APEGS and the C of A was approved, but I did not activate it by paying the annual fees within six weeks. This is called “Inactive Pending Payment”. It has been more than two years since my original approval.

Reinstatement Case 1 (C of A)

The C of A was resigned by January 31 of the year in which the fees were due and I want to reinstate in the same calendar year that the resignation pertained to.

  • You are NOT required to submit a new application.
  • You must pay the pro-rated annual fees for the remainder of the year.
  • An Official Rep calls the APEGS office to notify us that you want to reinstate the C of A. APEGS will create a dues notice for the correct amount owing.
  • There are three options for paying:
    • Option 1: Preferred and easiest method: Pay on-line and enter the applicable declarations in the On-Line Profile for the C of A under “Manage C of A”. Click here for instructions on how to access the On-Line Profile for a C of A. Note that you will still receive a paper copy of the dues notice in the mail which you might receive after you have paid on-line, in which case, you can ignore it.
    • Option 2: After you have received the annual dues notice in the mail, mail a cheque for the amount owing along with the signed Annual Return to the APEGS office (as well as the declaration for C of A - 1 to 5 professional members if applicable).
    • Option 3: After you have received the annual dues notice in the mail, you can mail, fax or scan and email the completed Annual Return (as well as the declaration for C of A - 1 to 5 professional members if applicable) to the APEGS office along with a note written on the Annual Return “Call me for credit card number” and the name and phone number for the person who will provide a credit card number.
  • The C of A is not reinstated until the annual fees are paid and the Annual Return is completed and submitted (the paper Annual Return is not required if you pay on-line).
    • The declaration for C of A - 1 to 5 and the Annual Return are included as part of the on-line payment process.
    • If you are not paying on-line, you need to submit the paper version of the Annual Return (and declaration for C of A - 1 to 5 if applicable) which was included with your dues notice.

 

Reinstatement Case 2 (C of A)

The C of A ceased because annual fees were not paid by January 31 and I want to reinstate in the same calendar year that it ceased. This section applies if the C of A annual fees were not paid by January 31 OR APEGS received your resignation after January 31 of the year in which the annual fees were due. You will have received a registered letter stating that your membership ceased along with a dues notice that includes the annual fee and reinstatement fee.

  • The C of A is not reinstated until all the outstanding fees are paid and the Annual Return is completed and submitted (the paper Annual Return is not required if you pay on-line).
  • There are three options for reinstating:
  • You must pay the full annual fees for that year plus the reinstatement fee (which is 15% of the annual fees).
  • You are NOT required to submit a new application.
    • Option 1: Preferred and easiest method: Pay on-line and enter the applicable declarations in the On-Line Profile for the C of A under “Manage C of A”. Click here for instructions on how to access the On-Line Profile for a C of A;
    • Option 2: Mail a cheque for the total amount owing (including reinstatement fee) along with the signed Annual Return to the APEGS office.
    • Option 3: Mail, fax or scan and email the completed Annual Return to the APEGS office along with a note written on the Annual Return “Call me for credit card number” and the name and phone number for the person who will provide a credit card number.
  • The C of A is not reinstated until the annual fees are paid and the Annual Return is completed and submitted (the paper Annual Return is not required if you pay on-line).
    • The declaration for C of A - 1 to 5 and the Annual Return are included as part of the on-line payment process.
    • If you are not paying on-line, you need to submit the paper version of the Annual Return (and declaration for C of A - 1 to 5 if applicable) which was included with your dues notice.

Reinstatement Case 3 (C of A)

  • We will send you a dues notice after the application is approved.
  • You must pay the pro-rated annual fees once you are approved.
  • You will have six weeks to pay annual fees. There are three options to pay:
    • Option 1: Preferred and easiest method: Pay on-line and enter the applicable declarations in the On-Line Profile for the C of A under “Manage C of A”. Click here for instructions on how to access the On-Line Profile for a C of A. Note that you will still receive a paper copy of the dues notice in the mail which you may receive after you have paid on-line, in which case you can ignore it;
    • Option 2: After you have received the annual dues notice in the mail, mail a cheque for the total amount owing along with the signed Annual Return to the APEGS office (as well as the declaration for C of A - 1 to 5 professional members if applicable).

The application and supporting documents can be submitted in one of these ways:
   1) Scan and email to klandry@apegs.ca
   2) Mail to the APEGS office (the address is at the top of the application form)
   3) In person during office hours (Monday to Friday 8:00 pm to 5:00 pm except stat holidays)

Write this statement somewhere on the application form:
       "Call <name> at <phone number> for a credit card number".
