96th Annual Meeting and Professional Development Conference – Outcomes and Bylaw Amendments

The Engineering and Geoscience Professions Regulatory Bylaws states the APEGS annual meeting be held in the first six months of each year, so it is customarily held the first Saturday in May. This year featured a professional development conference on May 1, the president’s reception that evening and the annual meeting on May 2. We offered in-person and virtual attendance for the professional development and annual meeting events. Nearly 700 APEGS registrants participated in person or virtually at Friday’s keynote and professional development presentations. The professional development sessions will be made available to members soon on the APEGS On-Demand Professional Development webpage.

The APEGS 96th annual meeting saw 211 (70 in person and 141 virtual) voting members attend and included:

Insightrix Research Inc., an independent research firm, conducted the 2026 council elections by issuing ballots March 16, 2026 with polling day April 13, 2026. Total number of votes cast was 1,555 (1,549 electronic, 6 by mail), 9.3 per cent of the 16,732 total ballots issued.

Permission to Consult

At the APEGS annual meeting on May 2, 2026, members passed a motion to amend the Permission to Consult provisions of The Engineering and Geoscience Professions Regulatory Bylaws to remove the requirement for APEGS members providing consulting engineering or geoscience services to first obtain Permission to Consult (PtoC) from APEGS. Instead, a partnership, association of persons or a corporation, including unincorporated sole proprietors who seek to practice engineering or geoscience services in Saskatchewan shall apply for the Certificate of Authorization (CofA) and annual renewal in the manner required by APEGS. Unincorporated sole proprietors will be required to register through the CofA program but with no fee during a transition period.

The motion:

14(1) An annual licence is available to a member-in-training, a professional engineer or a professional geoscientist.

(2) An annual licence provided to a member-in-training entitles the member to practise professional engineering or professional geoscience, as the case may be, in accordance with the Act and the bylaws.

(3) An annual licence provided to a professional member entitles the member to practise professional engineering or professional geoscience, as the case may be, in accordance with the Act and the bylaws.

(4) No annual licence permits a member-in-training or professional member to engage in consulting activities for which a permission to consult is required in accordance with section 17.

Maintenance of Membership

Members also passed a motion to amend Regulatory Bylaw 12(1) (Maintenance of membership) of The Engineering and Geoscience Professions Regulatory Bylaws. This Bylaw change adds an annual declaration of a member’s area of practice to the annual renewal process to augment the repeal of the Permission to Consult sections of the Regulatory Bylaws. Currently members are required to report, but the requirement is only found in Regulatory Bylaws Appendix 5 Continuing Professional Development Program section 4 Member Record Keeping and Reporting. Including an annual declaration of area of practice will increase the ability to monitor compliance with Certificate of Authorization requirements. It will also support public protection through consistent and transparent reporting by all APEGS members.
